Not sure if the 1 hour delay still exists, I think Steam purchases don't have a delay unlike PLEX purchased on the website. If you are, and you still don't see it in the PLEX vault, open a ticket. Are you using the account made by Steam when you first purchased this game? If not, it likely went to another account assigned to your Steam account, just make a ticket with CCP and they'll transfer the PLEX over then.
